I was a political activist when I attended Ithaca College. I was for legalization of Hemp for industrial uses. At Ithaca College I was and continue to be an advocate for people with alternative lifestyles. . Later on, I also did canvassing for NYPIRG, the public interest group that was created by Ralph Nader. For the past 3 years the United States Department of Treasury (IRS) has been investigating me. They have tapped my phones. They have tampered with my mail. They have followed me everywhere I go and video taped me. I have found their actions to be emotionally disturbing, and disruptive to my employment and business. I live with my parents. On June 18, 1999 of this year the Internal revenue service raided my fathers office which is part of our home. Although I have nothing to do with my fathers business. Even after this incident the IRS continues to monitor me using police surveillance devices. They continue to tap my phone and tamper with my mail. I often find my mail crudely ripped open and then taped back closed again. . The IRS has obviously targeted me because of my lifestyle and political beliefs. They have no real reason to suspect me of doing anything. They have been investigating me for 3 years. It seems that they will never stop investigating me. They monitor me 24 hours a day 7 days a week, 365 days a year. They are trying to fabricate crimes that I did not commit. I have not yet been charged with anything. I should note that I am a law abiding citizen. I have never been arrested and convicted. I pay my bills and taxes on time. I always file my tax return on time. The IRS is trying to fabricate crimes in order to throw me in jail because of my political beliefs. I really just want them to just leave me alone so that I can get on with my life. They know that I have done nothing illegal but they continue to target me for their investigations.

My story starts in 1990 when the IRS contacted me about an audit for my 1987 tax return. Once the audit started it took almost three years of my going back and forth to the IRS offices, the IRS then audited 1985, 1986, 1987, 1988, 1989, 1990. The IRS charged me with Tax evasion on my 1985 return and failure to file on my 1987 return. They told me if I would plead guilty to these two counts they would not charge me with 4 other charges, then they had me sign a form stating that they had made no threats to me on accepting these charges. RIGHT! I would like to make note that the majority of these years I was self-employed and the IRS disallowed the majority of the business expenses I deducted. Bottom line they said I owed them $55,000 covering the years of 1985 through 1990. We went to court and I plead guilty to the two charges. The guidelines for these charges were and recommended to be house arrest so that I could keep my job and support my family but the IRS wanted nothing less than prison time and a judgement for $55,000, which was granted to them. My attorney told me that since they asked for and were granted the judgement that this would be the amount I had to deal with. Within three months after I had completed my prison sentence, the IRS contacted me about coming into their office for assessments, they said the federal tax judge did not have the authority to place a judgement against me because they had not assessed me at that time. When they finished assessing me the figure was over $240,000. The current figure is over $500,000. I feel that I am a victim of double jeopardy.

If the IRS would have honored the judgement, I might have been able to settle with them. They put me in jail, they disallowed the Federal Tax Court judgement, they have and continue to file liens against me which total over a half million dollars. They have prevented me from ever having any credit again. I am a military veteran, I am 52 years old, I have a wife, 3 children (2 under the age of 18), own nothing and guess I never will. I have the potential to make more money than I do, but the desire is gone due to the IRS.

I am a 92 Naval Academy graduate who served my country in the US Marine Corps. I very much love the United States and all we stand for. In 1995 I started my own internet service, purchased the building I would use for an office, etc, etc. Since that time the IRS has managed to audit me every year and have even gone back to 1993/1994 just for kicks. Each audit they find a small mistake or enact a ruling against a deduction leading to $1600 or so with penalties and taxes. Recently, they have been re-auditing based upon new laws which affect old fillings to include additional penalties of around $1600-$2000. My wife and I are not rich. We pay all of taxes due in each tax year (roughly $17,000/year). But through the IRS's audits, we have racked up over $3200 in past due taxes and penalties just in this year! It is impossible for us to get caught up and then schedule enough to pay taxes due this year - let alone save money for our kids college education's. The entire IRS needs to be not overhauled -- but completely eliminated. Trying to influence society via a tax code which seriously effects the middle class is absolutely ridiculous. It is impossible, even for a Naval Academy graduate, to complete more than the rudimentary tax forms without paid professional assistance. I am personally embarrassed by the IRS and what they do to MY COUNTRY! Shame on the IRS and those who serve it.
